The Daily Outrage: It's not reconstruction if the projects aren't completed

Who: U.S. Iraq Relief and Reconstruction Fund

What: More than $5 billion of the $53.7 billion the United States has spent rebuilding Iraq has been spent on abandoned or incomplete projects, according to the Office of the Special Inspector General for Iraq Reconstruction.

Why it's an outrage: Water treatment facilities, hospitals and prisons that could help the fragile state aren't being utilized -- even though taxpayer money paid for them. This is what happens when there's no accountability.
